Members of the Newark Fire Officer's Executive Board recently returned from the IAFF Legislative Conference in Washington DC. This annual conference allows the local members from across the country to meet and discuss the issues that affect firefighters on a national level. I am happy to report General President Harold Schaitberger and the entire IAFF Executive Board is leading the charge to ensure firefighter safety and staffing. The Police and Fire Retirement System Trustee election voting has opened. The PFRS Trustee is responsible for ensuring the assets and integrity of our pension system. The trustee will be directly involved with disability and line of duty injuries. The Newark Fire Officer's Union endorses TIMOTHY COLACCI. Tim is a ten year veteran of the North Hudson Regional Fire and Rescue Department and the current vice president of IAFF Local 3950. He is an advocate for firefighters and would be a asset to all firefighters and their families if elected. Ballots must be returned by April 27, 2012. Ballots are currently being distributed. The Newark Fire Officer's Union is proud to announce the 2012 Union Accolade Scholarship application period is now open. The UAS allows members of the Newark Fire Officer's Union to directly give back to the community we serve. We will be awarding three $1000.00 scholarships to graduating Newark Public High School Seniors attending an accredited college or university. The Newark Fire Officer's Union is has contacted Cardiac Scan Imaging Services. This company will perform non-invasive ultrasound scans for early detection of cardiac disease. The NFOU recognizes the day-to-day stress and physical strain firefighters endorse and know this pro-active scan may save your life. This scan will not be covered by our insurance, but with the help of our brothers from the Professional Firefighters of New Jersey (PFANJ), we have been able to reduce the cost dramatically. "In the New Year"
The Newark Fire Officer's Union wishes everyone a Happy New Year. The annual Christmas party, held on December 13, was a great success. It was wonderful to see the retired officers and welcome our newly promoted officers.
On December 21, the Newark Fire Department held a ceremony to celebrate the promotions of four Battalion Chiefs, thirteen Captains and twenty five new Firefighters. Mayor Booker and members of the City Council hosted the celebration at Newark City Hall.
IAFF General President Harold Schaitberger and the IAFF Executive Board have decided to reopen FIREPAC to support federal candidates who have supported firefighters - regardless of party affiliation. The IAFF is also proud to announce that our friends, both Republican and Democrat, have worked to restore the SAFER waivers that were lost during the House and Senate conference on H.R.1 back in February 2011. Because of their efforts, we will have $730 million that translate into almost 7,000 jobs to bring laid off fire fighters back to work, prevent future layoffs and fill positions that have been left vacant.
PFANJ President Dominick Marino informed us that the New Jersey State Legislation has already pre-filed over 2000 bills as of January 10, 2012. We have identified 30 Senate bills and 70 Assembly bills that touch firefighters or emergency medical personnel in some way.
The Newark Fire Officer's Union will be reopening our PAC Page. You can assist us by asking your local legislators to sponsor or co-sponsor this list of bills that will assist firefighters. This is your opportunity to tell your local legislators that you want to protect firefighter rights and respect the job firefighters do.

The 2010 Health Benefits Open Enrollment period for all City of Newark employees will be held from November, 28, 2011 thru December 16, 2011. The City's Employee Benefits Unit released the following information with regard to the enrollment process for the year 2012 health benefits.
The Newark Fire Department encourages it's members to act accordingly to ensure you are able to enroll any additional members in the plan of your choice for the remainder year 2012 health care coverage period. The forms will be available at Division of Personnel, Employee Benefits Unit, City Hall, Room 211.

As the holidays approach, we as members of the Newark Fire Department are all reminded of how blessed and fortunate we are. The Newark Fire Officer's Union wishes everyone and safe and blessed holiday season.
On Sunday November 20, the 94th Annual Memorial Mass of the Newark Fire Department honored the memory of all fallen and departed members. We gathered at a packed St Patrick's Pro-Cathedral and remembered our members especially the ones that passed away this year. The committee of the Newark Fire Department Holy Name Society should be commended for a great celebration.
Members of the Newark Fire Officer's Union attended the Annual League of Municipalities Convention in Atlantic City last week. We are working with the Professional Firefighter Association of New Jersey (PFANJ) to keep abreast of legislation that will affect our members.
The State of New Jersey Division of Pension and Benefits will be holding an election next year. This election will choose the candidate to be your firefighter representative on the Police and Firemen's Retirement System Board of Trustees.
The Newark Fire Officer's Union is asking for your support in nominating Tim Colacci. He is the Vice President of the North Hudson Regional Firefighters Association. I personally know Tim would look out for our best interest and would be a great representative for us on the pension board.

On November 8, 2011 we as firefighters must exercise our right to vote. Recent legislation has affected our right to collectively bargain. Soon, we will be paying 35% of our health care costs along with the highest pension contribution in the nation. Now is our time to act. Please review the list of candidates that we are supporting HERE. There are some races that we as a union, have decided not to endorse or contribute to either candidate. Be aware that every Republican legislator has voted against you and your family. On November 8th remember those candidates who supported you and respect your dedication and value of a firefighter.

A Letter from the President
"Pension Increases"
On October 1, 2011 active members of the Police and Fire Retirement System saw their biweekly pension contributions increase from 8.5% to 10% of their salary. This 1.5% increase will help secure each member's future retirement and balance the pension system. After retirement, most members rely completely on the pension system and as we are aware, police and fire members do not qualify for Social Security.
Unfortunately, our pension system suffered through the political administration of Ex-Governor Whitman, whose policies legislated away pension funds. Also, the lack of contribution to the pension fund by the local municipalities have proved a detriment to the system.
As contributors to the pension fund, we need to understand this increase is a preemptive move to keep the system solvent. The PFANJ and 25 other unions have filed a lawsuit in Federal Court to challenge this increase. As President of the Newark Fire Officer's Union, I support this lawsuit. We as members did not cause this system shortfall and should not be held accountable for its bailout. However, as a 23 year vested member of the pension system, I perceive this 1.5% increase as a proactive move towards securing all of our futures.

- The state will be required to conduct an annual study of the risk impact of employers moving in and out of the State Health Benefits Program and private plans, long-term sustainability of the State Health Benefits Program/School Employees' Health Benefits Program, and impact of the change under the law
- Two boards will be created at the state level to administer health benefits. One will be for the State Health Benefits Program and the other will be for the School Employees' Health Benefits Program
- The boards will be comprised of half employer and half employee representation
- 6 Employer representatives chosen by the Governor
- 3 Employee representatives chosen directly by AFL-CIO Public Employer Committee
- 1 Employee representative chose by head of the police union
- 1 Employee representative chose by head of the firefighter's union
- 1 Employee representative chose by head of the State Trooper union
- 3 year term
- Majority vote is 7
- The committees will be responsible for and exercise authority over various plans and components of those plans including:
- Medical benefits
- Prescription benefits
- Dental
- Vision
- Any other health care benefit
- The committees have the authority to create, modify or terminate any plan or component at its sole discretion
- The committees have the same duty and responsibility to the program as the State Health Benefits Program Commission
- The committees will be required to work with insurers to develop at least 3 plans for each level of coverage (individual, family and individual +1), differentiated by out of pocket cost to the employee, including co-pays and deductibles
- The committees will be required to develop a health savings account, high deductible plan.
- The committees have the sole discretion to set the amounts for maximum, co-pays, deductibles and other such participant costs for all plans in the program
- A form of super-conciliation will be used to solve any impasses on the committee. When the committee fails to render a decision because it has not received a majority vote after 60 days pass the initial consideration the committee shall use a Super Conciliator, who is randomly selected from a list developed by NJ PERC. The Super Conciliator shall promptly schedule investigatory proceedings. Investigating and acquiring all relevant information regarding the failure to render a decision and discussing the difference with the members. The Super Conciliator can require a 24 hour per day negotiations and institute any other non-binding procedure. If the Super Conciliator fails to resolve the dispute they shall issue a final report, immediately providing a copy to the committee. The report becomes available to the public within 10 days
Finally, the bill has a provision regarding out-of-state health care coverage. According to a statement released by Senate President Sweeney and Speaker Oliver an agreement was reached to remove the out-of-state hospital provision. S-2959, which revises the requirement that public employers provide certain health benefit plans to public employees, was amended to repeal the out-of-state health care coverage provision. It has been returned to the Senate for a vote on Monday.

In your Sunday, May 2, 2010 editorial, "Pay freezes, round 2" you continue to paint a picture of greed and debauchery on the part of New Jersey fire fighters and police officers, claiming they have lathered themselves for years in a bubble bath of taxpayer generosity. You mistake generosity for appreciation. Hidden in your portrait is the level of training and education that encompass both professions. It also hides the level of stress and the questions of liability that enter the split second decisions that incident commanders and first responders make that impact their own lives, the lives of their crews and the public in general.
Hundreds and maybe thousands of lives are on the line. Any profession that comes close to fitting that bill makes much more money. Police and fire fighters are highly skilled and highly trained professionals working in a world in disarray charged with saving lives and protecting property. The people of New Jersey are in good hands. Don't demonize hard working men and woman with ugly characterizations. They deserve better.
